Appendix C15 Environmental and Social Responsibility (with Appendix C16 Preliminary Geotechnical Assessment Reports and Appendix C17 Road Transport Emissions Assessment)

Part of: Rapid transit evidence →

This 149-page compilation bundles Appendices C15-C17 of the NZUP Queenstown Transport Business Case. C15 (pp.1-22) holds WSP Social and Environmental Responsibility screens (June 2020) for the Frankton to Queenstown and Frankton SSBC options, with completed NZTA (Waka Kotahi) screen forms. The F2Q screen lists five shortlisted options: Do Minimum, virtual priority, trackless tram, four-laning, and 'Mass Rapid Transit - see separate screen'. It describes the fifth as an 'offline' mass rapid transit. The source also names a ferry, which is not mass rapid transit option, but the separate MRT screen is not included. C16 (pp.23-146) holds WSP preliminary geotechnical assessments for the town centre arterials, SH6A Frankton to Queenstown, and Frankton/Ladies Mile, covering geology, landslides, liquefaction, contaminated sites and proposed investigations. One Frankton investigation plan (29 May 2020) shows a 'proposed gondola base station', 'gondola tower location', 'below ground gondola hangar' and 'gondola underpass at end of runway' on the golf course hub site. C17 (pp.147-149) is an Abley note for QLDC (12 November 2020). It forecasts district road transport emissions falling 15% between 2018 and 2048 despite an 89% rise in VKT.

What the document says

Context: This file is a compilation of three appendices. Preparer names are redacted under s 9(2)(a).

C15, Social and Environmental Responsibility screens (pp.1-22). The Frankton to Queenstown SSBC screen (WSP, 18/06/2020) reviews the shortlisted interventions: 'Do Minimum - no widening of SH6A', 'Virtual/Priority/Queue jump', 'Trackless Tram - requires considerable widening of SH6A', '4-laning of Frankton Road', and 'Mass Rapid Transit - see separate screen' (p.2). The planning context covers zones, QLDC reserve designations and protected trees (pp.2-3). The broad-screen effects are lake reclamation, cultural values of Lake Wakatipu (Ngāi Tahu statutory acknowledgement), noise for residential neighbours, loss of recreation reserve and property purchase (p.4). Technical assessments required include ecological, archaeological, arboricultural, noise, contamination, landscape and lighting (p.5). Completed NZTA screen forms follow (pp.7-10). The Frankton SSBC screen (pp.11-22) lists the elements: McBride Street changes, an upgraded SH6/SH6A intersection, 'New Public Transport Hub on the Frankton Golf Course site', the Lucas Place intersection, Kawarau Road works, Humphrey Street (p.12).

C16, Preliminary geotechnical assessment reports (pp.23-146):

- Town Centre arterials, Stages 1-3 (Final, 06/08/20). Covers ground conditions, the Cardrona-Nevis Fault about 13 km away, retaining walls and test pits (pp.24-55).

- SH6A Frankton to Queenstown (Final, July 2020). Covers the Frankton, Oak Tree and Perkins Road landslides, liquefaction, HAIL sites including Leary's Gully landfill, and retaining walls and boardwalks along the shared path (pp.56-119).

- Frankton and Ladies Mile (July 2020, revised 11/11/20 'Intersection Change'). Covers the signalised SH6/SH6A intersection, the transport hub and the Ladies Mile underpasses (pp.120-146).

Each report has testing-schedule estimates.

C17, Road transport emissions (pp.147-149). Abley prepared this for QLDC (Matt Roberts), issued 12 November 2020. Using the Queenstown Transport Business Case model run, annual VKT rises from 643.6 million (2018) to 1,217.7 million (2048), up 89%. Emissions fall from 178,535 to 156,257 tonnes CO2-e, down 15%, attributed to mode shift through NZUP/QTBC and fleet electrification (electric share 0.33% in 2018 to 46.10% in 2048) (pp.148-149).

Mass rapid transit: There are three items. First, the F2Q ESR screen treats 'Mass Rapid Transit' as a shortlisted fifth option, 'an 'offline' option involving mass rapid transit (gondola/ferries)', 'assessed separately' (p.2). It notes 'The gondola option could give rise to high levels of visual and landscape effects depending on alignment' (p.4) and that offline options would affect Water Zone and Rural General Zone land (p.3). The separate MRT screen is not in this compilation. Second, the Frankton SSBC screen notes that the Lucas Place intersection 'may need to shift south slightly to accommodate future MRT' (p.12). Third, the WSP Frankton preliminary geotechnical assessment and investigation plan (sheet C1 Rev A, 'For information only', 29-05-2020) marks a 'Proposed gondola tower location' near the SH6/SH6A intersection. It also marks a 'Proposed gondola base station with underground storage' and a 'Proposed below ground gondola hangar' on the golf course, next to 'Proposed transit oriented buildings', and a 'Proposed gondola underpass at end of runway'. Borehole location 3 is for the 'Gondola base and building' (pp.135, 142). The accompanying text describes only the intersection, transport hub and Ladies Mile works (p.130).

Key figures

  • District road VKT 643,601,405 (2018) to 1,217,723,917 (2048), +89% (p.148)
  • Road transport emissions 178,535 t CO2-e (2018) to 156,257 t (2048), -15% (p.149)
  • Electric vehicle share of VKT 0.33% (2018), 7.95% (2028), 46.10% (2048) (p.149)
  • Five shortlisted F2Q options screened, including MRT as an offline option (p.2)

Rapid transit

Mass rapid transit means light rail, gondola/cable car, bus rapid transit and similar dedicated rapid-transit technologies. It does not include ordinary bus services or ferries.

Substantive. Discusses, assesses, recommends or programmes mass rapid transit.

Screens offline mass rapid transit as a separate shortlisted option. The source pairs it with ferries; a ferry is not mass rapid transit. A Frankton geotechnical plan marks base station, tower and hangar sites.

The Frankton to Queenstown ESR screen (18/06/2020) lists 'Mass Rapid Transit - see separate screen' among five shortlisted options and explains that 'The fifth option is an 'offline' option involving mass rapid transit (gondola/ferries) and hence is assessed separately' (p.2). It notes that land affected by offline options is additionally zoned Water and Rural General (p.3). It also notes that 'The gondola option could give rise to high levels of visual and landscape effects depending on alignment' (p.4). The separate MRT screen does not appear in this compilation. The Frankton screen records that the Lucas Place intersection 'may need to shift south slightly to accommodate future MRT' (p.12). The WSP Frankton preliminary geotechnical assessment and investigation plan (29-05-2020, 'For information only'; pp.135, 142) is the most specific. It annotates a 'Proposed gondola tower location', a 'Proposed gondola base station with underground storage', a 'Proposed below ground gondola hangar' and a 'Proposed gondola underpass at end of runway' around the Frankton golf course hub site, and assigns borehole 3 to the 'Gondola base and building'. The plan notes 'All proposed building locations indicative and subject to change'.

"The fifth option is an 'offline' option involving mass rapid transit (gondola/ferries) and hence is assessed separately." (p.2) | "The gondola option could give rise to high levels of visual and landscape effects depending on alignment." (p.4) | "Lucas Place - Signalised T intersection with bus priority measures (may need to shift south slightly to accommodate future MRT)." (p.12) | "PROPOSED GONDOLA BASE STATION WITH UNDERGROUND STORAGE" (p.135) | "PROPOSED GONDOLA UNDERPASS AT END OF RUNWAY" (p.135)
