Frankton Design Report (Appendix C7, Queenstown Transport Business Case)
Part of: Rapid transit evidence →
Jasmax's Frankton Design Report (Rev D, 14 September 2020) is Appendix C7 of the NZUP Queenstown Transport Business Case, prepared for NZTA (Waka Kotahi). It is a graphic urban design report in four sections: site and context, transport corridors, the SH6/SH6A intersection, and the Frankton hub. The context section reproduces 'information provided' from other processes: the draft Frankton masterplan, the draft Wakatipu spatial plan option and the Queenstown Events Centre masterplan. The corridor section shows general movement, PT, pedestrian and cycle networks along SH6 Frankton-Ladies Mile Highway and SH6 Kawarau Road. It includes axonometric mid-block crossing diagrams for short-term, long-term and 'Long term MRT' scenarios. The intersection section shows roundabout and signalised sketch options considered in the MCA. The preferred option is a signalised intersection with a village shared space and the golf course marked as a 'Future PT/TOD site'. The hub section sets out a staged design for the Frankton bus hub: an interim layout and a future layout with a PT hub building, concourse and retail units. The report has no costs and no recommendations beyond the layouts shown.
What the document says
Context and purpose: This is Appendix C7 of the 2020 NZUP Queenstown Transport Business Case (footer 'F2Q SSBC'). Jasmax prepared it for Waka Kotahi NZTA (p.2). The names in the revision table (drawn, checked, approved) are redacted under s 9(2)(a) (p.3). The report is mostly plans, maps and renders with short captions.
Section 1, Site and context (pp.4-13): existing state highway network; land use and key features; active transport network (based on Active Transport Business Case 12b) (p.7); the Frankton masterplan, marked 'Information provided' and '[DRAFT]' (p.8); the draft preferred spatial option for Wakatipu, marked 'DRAFT IN-CONFIDENCE - NOT QLDC OR GOVERNMENT POLICY' (p.10); an indicative PT network 'based on Bus Max network' (p.11); and the Queenstown Events Centre masterplan with a 'Possible future transport hub' (pp.12-13).
Section 2, Transport corridors (pp.14-25): (A) SH6 Frankton-Ladies Mile Highway and (B) SH6 Kawarau Road. Network diagrams show general movement, PT, pedestrian and cycle movement. They include bus stop and interchange locations, signalised intersections, a grade-separated pedestrian crossing and potential future bus routes (Fern Hill-Lake Hayes, Arthurs Point-Arrowtown, Kelvin Heights-Quail Rise, the Frankton Connector and Queenstown-Jacks Point) (p.16). Axonometric diagrams show a 'Short term' mid-block crossing (p.18), a 'Long term' mid-block crossing (p.19) and a 'Long term MRT' mid-block crossing (p.20).
Section 3, SH6/SH6A intersection (pp.26-32): the existing aerial; 'Initial sketch options considered in MCA', a roundabout option and an intersection option (p.27); and the signalised intersection layout. That layout includes a 'Golf course / Future PT/TOD site', a village shared space, a slow street with parking, signalised pedestrian crossings and a link to the Events Centre (pp.28-30). A 'future potential' layout shows TOD development (p.31).
Section 4, Frankton hub (pp.33-43): the existing layout on Kawarau Road (p.33) and design principles. These include 'A staged approach to infrastructure meeting the required demand and patronage over time', separation of public transport from private coach waiting, and 'Minimise abortive work for future stage works. Interim as stepped provision to future Hub' (p.34). There are interim layouts (plan, pedestrian/cycle, PT bus hub, private coaches) (pp.35-38). Future layouts add a PT hub building, entrance, concourse, retail units and secure cycle parking (pp.39-42).
No costs, patronage figures or BCRs are given.
Mass rapid transit: The report has two items. First, the reproduced draft Frankton masterplan legend includes 'Gondola lines/base station (private)' under movement networks (p.8). This is third-party 'information provided', not a proposal in this report. The mass rapid transit route shown on that map could not be clearly identified at the resolution inspected. Second, the corridor section includes an axonometric diagram titled 'Long term MRT _ mid-block crossing' for SH6 Frankton-Ladies Mile Highway (p.20). It shows articulated rail-type or tram-type vehicles running at street level in a central corridor beside the general traffic lanes. The report gives no text describing the MRT mode, timing or route. It shows no mass rapid transit base station at the Frankton hub and says nothing about an MRT link between Frankton and the Town Centre.
Key figures
- 43 pages; four sections: site and context, transport corridors, SH6/SH6A intersection, Frankton hub (p.3)

Rapid transit
Mass rapid transit means light rail, gondola/cable car, bus rapid transit and similar dedicated rapid-transit technologies. It does not include ordinary bus services or ferries.
Passing. Mentions mass rapid transit without assessing it.
Shows a long-term at-grade mass rapid transit crossing on SH6 Ladies Mile; reproduces a masterplan legend that includes private mass rapid transit lines and a base station; no mass rapid transit proposal in the text.
Two references, both graphic. (1) The draft Frankton masterplan, reproduced as 'Information provided', includes the legend item 'Gondola lines/base station (private)' among its movement networks (p.8). (2) An axonometric diagram titled 'Long term MRT _ mid-block crossing' for '(A) SH6 Frankton - Ladies Mile Highway' shows street-running rail-type vehicles in a central corridor beside the traffic lanes, with a signalised pedestrian crossing (p.20). The report has no accompanying text on MRT mode, route, timing or cost. Its Frankton hub layouts (pp.33-43) are bus and coach facilities and show no mass rapid transit base station or MRT interface.
