Appendix C8 Safety in Design Register (with Appendix C9 Safe Systems Assessments)
This appendix to the NZUP Queenstown Transport Business Case contains two sets of WSP safety material for NZTA (Waka Kotahi). The first is the Safety in Design (SiD) registers (Simplified Procedure), reviewed 4 September 2020 (pp.2-21). They cover five project elements: Ladies Mile (80 km/h), Frankton Bridge to Bridge (60 km/h), the Queenstown Town Centre SH6A and town centre works, the Queenstown Town Centre arterial route, and SH6A Frankton to Queenstown. Each register lists construction, operation and maintenance hazards with risk ratings, mitigations and risk owners (Designer, Contractor or Client). A risk matrix follows (p.21). The second set, headed Appendix C9, is three Safe System Assessments (Final, 18 November 2020). They cover Queenstown Town Centre (pp.22-58), SH6A Frankton to Queenstown (pp.59-82) and Frankton and Ladies Mile (pp.83-129). Each scores the preliminary design against the Safe System matrix and proposes improvements. For SH6A the score falls from 348/704 to 154/704 with improvements, and the SH6A assessment prefers a permanent 60 km/h speed limit. All personal names are redacted. There is no MRT content.
What the document says
Context: This appendix supports the preferred option design in the NZUP Queenstown Transport Business Case. Although titled Appendix C8, the PDF also contains Appendix C9 Safe Systems Assessments (divider p.22). WSP (Dunedin office) prepared both for Waka Kotahi. Names of preparers, reviewers, project managers and workshop attendees are redacted under s 9(2)(a). Only first names appear in the narrative ('Matthew, Holly and Esther', p.30; 'Reece and Esther', p.92).
Safety in Design registers (pp.2-21): These are Simplified Procedure SiD records, at Business Case stage, for Ladies Mile 80 km/h (6-XT014.65, pp.2-4), Frankton Bridge to Bridge 60 km/h (6-XT014.64, pp.5-7), Queenstown Town Centre SH6A and Town Centre (6-XT014.50, pp.8-10), Queenstown Town Centre Arterial Route (6-XT014.50, pp.11-14) and Frankton to Queenstown SH6A (6-XT014.40, pp.15-20). Hazards are grouped as construction (e.g. live traffic, public vs plant, contamination and asbestos pipe, services strikes, the McDowell Drive underpass, ice and snow, summer peak events), operation (e.g. pedestrian crossings, over-dimension loads, visitors unfamiliar with NZ roads, lighting, inconsistent bus lane provision, cyclists, speed) and maintenance. Each hazard is rated before and after mitigation and allocated to Designer, Contractor or Client. A WSP risk assessment matrix follows (p.21).
Safe System Assessments (Appendix C9):
- Queenstown Town Centre, SH6A and Arterials Stages 1-3 (Final 18/11/20, p.24). Scores, existing design vs suggested improvements: SH6A south-north 218 to 156/704; SH6A west-east 226 to 164/768; Arterial Stage 1 216 to 152/576; Stage 2 144 to 88/320; Stage 3 288 to 192/704 (p.27). The design speed is mostly 40 km/h. Suggested improvements include raised safety platforms at intersections, visibility around the bus hub, LILO restrictions, grade-separated pedestrian crossings, cyclist wayfinding and skid resistance (pp.27, 45).
- Frankton to Queenstown SH6A (Final 18/11/20, p.61). The score is 348/704 for the existing design and 154/704 with improvements. The highest-risk elements are signalised intersections (48/64), pedestrian refuge crossings (48/64) and on-road cycle lanes (36/64) (p.64). The SSA team's preference is 'a permanent speed reduction of SH6A to 60km/h'. It notes that significant speed reductions 'can conflict with the function of a State Highway' (p.78).
- Frankton and Ladies Mile (Final 18/11/20, p.85). Frankton scores 684 to 600/1216 and Ladies Mile 244 to 188/448. Improvements include raised zebra platforms at 30 km/h, signalised pedestrian crossings at signalised roundabouts, cyclist provision and traffic calming (p.89). Preliminary design drawings follow (pp.114-128).
Method: The assessments were done by MS Teams workshop (7 April 2020 and later meetings) during the COVID-19 Level 4 lockdown, without site visits (pp.30, 67, 92).
Mass rapid transit: Nothing on MRT, offline PT or a Frankton-Town Centre mass rapid transit. The only 'gondola' mentions refer to existing pedestrian and vehicle access to mass rapid transit near Brecon Street in the town centre arterial Safe System Assessment (pp.34, 57).

Actions recorded
Consider a permanent speed reduction on SH6A (Frankton to Queenstown) to 60 km/h, with raised tables or enforcement to bring intersection speeds to 50 km/h or below
Not assessed
treatment preference includes a permanent speed reduction of SH6A to 60km/h
Provide safer pedestrian crossings on SH6A, such as underpasses or raised crossings, with minimum lighting standards
