Ten Year Plan 2018-2028 | He Mahere Kahurutaka 2018-2028 (Volumes 1 and 2)

Part of: Rapid transit evidence →

QLDC's 2018-2028 Ten Year Plan made the decade's largest transport commitments. Volume 2's capital table (p.11) includes the Queenstown Town Centre Arterial ($148.8m, NZTA assumed to fund 80% or $119.0m), town centre pedestrianisation ($49.5m), Queenstown parking improvements ($48.0m), public transport hubs ($25.5m), Wakatipu walking and cycling ($26.0m), travel management ($5.5m) and water taxi/ferry infrastructure ($6.1m), within a $330.2m Town Centre Masterplan programme. NZTA was assumed to fund $242m over ten years, unconfirmed until 2019 (Vol 1 p.23). The growth assumptions note that 'Other options being explored through the Mass Rapid Transport Solution between Frankton and Queenstown include light rail and a gondola' (Vol 2 pp.36-37), the first QLDC corporate-plan reference to mass rapid transit found in this set.

What the document says

Context and purpose. Adopted on 28 June 2018 (Vol 1 p.12), the 2018-2028 plan was described as the Council's most ambitious. Volume 1 sets out the vision ('you don't waste time in traffic, you have great transport options', p.4), consultation outcomes and activity statements; Volume 2 contains the financial strategy, infrastructure strategy, assumptions and the capital programme.

Transport capital. Volume 2's capital expenditure table (p.11, $000, ten-year totals) lists: Queenstown town centre arterial 148,802; Queenstown town centre pedestrianisation 49,459; Queenstown parking improvements 47,994; public transport improvements stage 2 (public transport hubs) 25,450; Wakatipu walking and cycling improvements 26,002; travel management Queenstown 5,522; Ladies Mile development (Housing Infrastructure Fund) 6,295; water taxi/ferry network infrastructure 6,114. Volume 1 records $148.8m of arterial roading development, with NZTA assumed to fund 80% ($119.0m) and Stage Three (Man St to One Mile) at risk of slipping beyond ten years (p.4); a $330.2m Town Centre Masterplan programme over ten years (p.19); $26.0m for town centre cycle links after $2.5m was brought forward; $3.7m Wānaka active transport subject to business cases (p.13); $7.9m Crown Range and Glenorchy roads; and Mt Aspiring Road with $0.1m allowed and $4.9m deferred pending an updated business case (p.15). NZTA was assumed to fund $242m over ten years and 51% of other district transport; its commitment would not be confirmed until 2019, and if it fell short Council would revert to a reduced $698m programme (Vol 1 p.23).

Parking and public transport. If NZTA funding fell short the Council might be unable to deliver the rest of the Masterplan, including 'parking, public transport, street upgrades, and walking/cycling facilities' (Vol 1 p.23). 'Improvements to Queenstown's public transport system' are among the projects driving debt to $441m by year six (Vol 1 p.32).

What followed. The 2019/20 and 2020/21 Annual Plans deferred much of the parking and masterplan programme (see AP1920, AP2021)

Mass rapid transit: In the growth assumptions (section 6.2), Volume 2 states that the integrated programme will deliver 'huge improvements to provision of public transport' and that 'Other options being explored through the Mass Rapid Transport Solution between Frankton and Queenstown include light rail and a gondola' (pp.36-37). This is a passing reference; no budget, timing or capital line is attached to it.

Key figures

  • Queenstown town centre arterial $148.802m over ten years (Vol 2 p.11); NZTA assumed 80% = $119.0m (Vol 1 p.4)
  • Queenstown town centre pedestrianisation $49.459m (Vol 2 p.11)
  • Queenstown parking improvements $47.994m (Vol 2 p.11)
  • Public transport improvements stage 2, public transport hubs $25.450m (Vol 2 p.11)
  • Wakatipu walking and cycling improvements $26.002m (Vol 2 p.11)
  • Travel management Queenstown $5.522m (Vol 2 p.11)
  • Water taxi/ferry network infrastructure $6.114m (Vol 2 p.11)
  • Town Centre Masterplan $330.2m over ten years (Vol 1 p.19)
  • NZTA assumed to fund $242m over ten years, unconfirmed until 2019 (Vol 1 p.23)

Rapid transit

Mass rapid transit means light rail, gondola/cable car, bus rapid transit and similar dedicated rapid-transit technologies. It does not include ordinary bus services or ferries.

Passing. Mentions mass rapid transit without assessing it.

Notes a Frankton-Queenstown mass rapid transit solution being explored; unfunded.

Volume 2's growth assumptions (section 6.2) state that the integrated transport programme will see 'huge improvements to provision of public transport' and that 'Other options being explored through the Mass Rapid Transport Solution between Frankton and Queenstown include light rail and a gondola' (pp.36-37). The passage then turns to active travel networks and education programmes. No capital line, budget or timeframe is attached; the capital table (p.11) funds public transport hubs ($25.5m) and travel management ($5.5m) but no rapid transit.
