What the document says

Context and purpose. The first Annual Report under the 2018-2028 Ten Year Plan, signed 10 October 2019 (p.23).

Transport. Capital expenditure was 'below estimate by $28.7m for the year ended 30 June 2019' (p.7) and 'some $53m short of the original 2018 Ten Year Plan budget' (p.10), attributed to 'delay in the NZTA approval process for major transport improvements in Queenstown' (p.10). Carry-forward projects totalling $47.1m were approved in August 2019 (p.13). Queenstown Town Centre pedestrianisation spent $1.13m against $2.50m, being 'dependent on NZTA funding' and scheduled for 2019-2026 (p.7). Year-end costs for the Town Centre Arterials were $632,818 and Queenstown Parking Improvements $910,111 (p.13). The water taxi/ferry network cost $3,168,172 (p.12). The Wakatipu Way to Go partnership of QLDC, ORC and NZTA, launched January 2019, aims for 'an enduring, affordable, safe transport system with a range of choices' (p.3).

Performance. The capital works KPI was 52% against a target above 80%, not met, attributed to deferred budgets and dependence on developer agreements, joint ventures and 'NZTA funding approvals' (p.54). Roading requests resolved on time: 78% (p.54).
