Ten Year Plan 2021-31 | He Mahere Kahurutaka 2021-31 (Volumes One and Two)
Part of: Rapid transit evidence →
QLDC's 2021-2031 Ten Year Plan, adopted 30 June 2021, reshapes the transport programme around the $85m Crown Infrastructure Partners 'shovel-ready' funding for arterial Stage One and town centre street upgrades. Volume Two's capital table (p.12) includes Arterial Stage One ($49.4m, 2021/22-2023/24), Queenstown Street Upgrades ($56.3m), the arterial balance of route ($34.7m, years 7-10), a Queenstown Public Transport Interchange ($24.9m, 2027/28-2028/29) and Queenstown public transport improvements ($17.3m). The Boundary Street car park building was removed, its capital cut from $30m to $5m (Vol 1 p.20). The Infrastructure Strategy places the Wakatipu Active Travel Network ($73.2m and $89m) beyond year 10, and refers to 'Preservation of mass transit corridor options in the longer term' (Vol 2 p.43) and a future step change to a 'mass transit network' by ORC (p.46). No mass rapid transit is named.
What the document says
Context and purpose. The 2021-2031 plan was adopted on 30 June 2021 after the draft was adopted for consultation on 18 March 2021 (Vol 1 p.18). It reflects COVID-19 recovery funding: the Crown Infrastructure Partners (CIP) 'shovel-ready' contribution of $85m for stage one of the Queenstown arterial and CBD street upgrades (Vol 1 p.31), and the $90m NZ Upgrade Programme package for a Queenstown bus hub, SH6 improvements, a Howards Drive roundabout and a Ladies Mile active travel underpass (Vol 1 p.5).
Transport capital. Volume Two (p.12, $000) lists Arterial Stage One (CIP) 49,353 (2021/22-2023/24); Arterial balance of route 34,697 (2027/28-2030/31); Queenstown Street Upgrades (CIP) 56,320 (2021/22-2022/23); Queenstown Parking Improvements 5,159; Queenstown Public Transport Interchange 24,905 (2027/28-2028/29); Queenstown Public Transport Improvements 17,277 (2021/22-2024/25); Wānaka Primary Cycle Network 12,385; Arthurs Point Bridge road crossing 14,247; Lake Wakatipu ferry infrastructure 6,915; Frankton Track 6,282; Lakeview roading 11,560; and low-cost low-risk active travel 7,270. Volume One records removal of the Boundary Street car parking facility, with capital cut from $30m to $5m and temporary CBD parking used instead (p.20), and a Waka Kotahi (NZTA) subsidy shortfall of $7.4m for 2021-24 (pp.22-23). NZTA was assumed to fund $183m over ten years, including 51% of the Town Centre Masterplan, unconfirmed until later in 2021 (p.28).
Infrastructure Strategy. The 30-year strategy proposes parking buildings on the town centre fringes, paid parking expansion, park and ride and parking technology (Vol 2 p.43), a Stanley Street public transport hub, and identifies parking management as a mode shift lever (p.40). It schedules the Wakatipu Active Travel Network at $73.2m (years 11-20) and $89m (years 21-30) (p.40), a Frankton public transport hub ($9m, years 11-20) and Wakatipu park-and-ride ($1.8m years 1-3, $2.2m years 4-10) (p.44). First-decade public transport investment is limited to low-level service improvements and hubs at Frankton and Queenstown (p.46).
What followed. Arterial Stage One opened 30 January 2025 at $128.02m
Mass rapid transit: Passing references only. Under the Town Centre Master Plan the strategy lists 'Preservation of mass transit corridor options in the longer term to enable future growth' (Vol 2 p.43), and under Public Transport Infrastructure it anticipates significant ORC expenditure including 'a step change to a more frequent, direct mass transit' network (p.46). Neither passage names mass rapid transit, and no capital is allocated.

Rapid transit
Mass rapid transit means light rail, gondola/cable car, bus rapid transit and similar dedicated rapid-transit technologies. It does not include ordinary bus services or ferries.
Passing. Mentions mass rapid transit without assessing it.
Preserve mass rapid transit corridor options for the long term; a later step change to mass rapid transit is anticipated; no funding.
Volume Two's Infrastructure Strategy refers to mass transit twice. Section 4.3.3 (Queenstown Town Centre Master Plan) lists 'Preservation of mass transit corridor options in the longer term to enable future growth' (p.43). Section 4.3.9 (Public Transport Infrastructure) anticipates 'Significant expenditure by ORC in public transport services, including a step change to a more frequent, direct mass transit' network (p.46), while first-decade investment is limited to low-level service improvements and hubs at Frankton and Queenstown. No mass rapid transit or offline route is named and no capital line is provided.
