Annual Plan 1 July 2020 - 30 June 2021 (Mahere ā-tau)

QLDC's 2020/21 Annual Plan, adopted 25 June 2020, is a COVID-19 revised budget that cut the average rates rise from 6.76% to 1.59% (pp.4, 10). Transport capital is $48.7m against $111.4m in the Ten Year Plan, and parking facilities fall from $24.4m to $3.0m ('Deferral of capex for Queenstown parking') (p.34). Town centre capital is $35.1m, 'approximately $76.6M less than the programme originally outlined', with deferrals tied to NZTA work on the arterial design, Queenstown parking improvements and public transport (p.13). A shovel-ready funding bid to central government was pending (p.8). No mass rapid transit reference was found.

What the document says

Context and purpose. The 2020/21 Annual Plan covers year three of the 2018-2028 Ten Year Plan. The draft of 12 March 2020 signalled a 6.76% average rates rise; after COVID-19 the Council 'urgently set itself the target of a revised budget', reducing the rise to 1.59% (pp.4, 10), assuming tourism-related revenue would fall by at least 50%, removing the $5.8m Queenstown Airport dividend and cutting staff and contractor costs (pp.4-7).

Transport. Transport capital is $48.7m against $111.4m in the Ten Year Plan, and parking facilities capital is $3.0m against $24.4m, again noted as 'Deferral of capex for Queenstown parking' (p.34). Town centre capital is $35.1m in 2020/21, 'approximately $76.6M less than the programme originally outlined'; deferrals relate to work with NZTA on 'pre-implementation and detailed design for the proposed arterial road', and to Queenstown parking improvements and public transport (p.13). The Council had bid to central government for 'shovel ready projects', with a decision due mid-June 2020 (p.8); the $85m Crown Infrastructure Partners contribution itself is not recorded in this plan. Active travel and park-and-ride are not mentioned in the portion read.

Mass rapid transit: No reference to mass rapid transit was found in the pages read (to p.48).
