Overview

QLDC is the road controlling authority for local roads in the district. It plans and funds local roads, parking, footpaths, active travel and PT infrastructure such as bus stops and shelters. Its funding comes from rates, development contributions, borrowing and NZTA co-funding through the NLTP.

Its current plans are set by four things:

  • The Long Term Plan 2024–2034. The current year is year 3, the Annual Plan 2026–27 [QTS-158 p.7].
  • The Long Term Plan 2027–2037, now being prepared [QTS-158 p.7].
  • The Otago Central Lakes Regional Deal, signed 6 October 2026 [QTS-139].
  • A Mayoral Transport Taskforce announced on 31 July 2026 [QTS-161].

What the transport plan covers

The plan includes [QTS-099 p.81]:

  • pre-implementation for the remaining stages of the town centre arterial, the PT interchange, the Arthurs Point crossing and Wānaka network optimisation;
  • implementation of the Arthurs Point crossing;
  • travel demand management;
  • parking management plans;
  • a strategic review of transport.

Funding (Transport activity Funding Impact Statement) [QTS-099 p.85]

  • Targeted rates: $21.35m in 2024/25, rising to $39.99m in 2033/34.
  • Subsidies and grants for capital expenditure: between $11.2m and $33.9m a year.
  • 30-year Infrastructure Strategy (2024–2054): forms part of the LTP [QTS-099 pp.161–170].

2. Reprioritisation after the 2024–27 NLTP (QTS-160, Council report 12 December 2024)

The funding shortfall [QTS-160 p.4]

  • The NZTA allocation was about $11.9m less than the LTP had assumed.
  • Capital funding was about $10.3m less and operating funding about $1.6m less.
  • Strategic projects affected were "a new Arthurs Point Bridge and the Capell Avenue extension".

The Annual Plan 2025–26 records "Council's approved option for reprioritising the transport capital" programme following the 2024–2027 NLTP [QTS-108 p.17]. Annual Plan 2025–26 capital expenditure across all activities is $164.8M [QTS-108 p.17].

3. Annual Plan 2026–2027 (adopted June 2026, QTS-158)

Changes from the LTP

  • Capital expenditure is $36.8M lower than the forecast for year 3 of the LTP 2024–2034 [QTS-158 p.16].
  • Transport projects with a 2026–27 budget of $500k or more total $22,937,954 [QTS-158 p.19].

Whakatipu transport items in the 2026–27 budget [QTS-158 p.19]

ItemBudget
Arthurs Point Bridge (unsubsidised)$840,080
Shepherds Creek Bridge$1,784,324, plus $540,395 unsubsidised
Sealed road resurfacing, Whakatipu$2,988,799
Sealed road rehabilitation, Whakatipu$1,434,809
Minor improvements, Whakatipu$764,710, plus $826,802 unsubsidised
Crown Range resilience$693,843

Parking [QTS-158 p.10]

  • A further 131 parking spaces were completed (former Arts Centre site).
  • The Traffic and Parking Bylaw 2025 was adopted.
  • Work continues on a district-wide parking strategy and Parking Management Plans.

Rates: following consultation, the average rates increase was reduced from 11.7% to 9.9% [QTS-159].

4. Transport strategy work (QTS-123, Council workshop 14 July 2026)

Two strategic workstreams [QTS-123 p.3]

  • Part A: a Transport Network Plan.
  • Part B: an Infrastructure Strategy.

Links to other work [QTS-123 p.5]

  • The Way to Go programme (QLDC, ORC and NZTA).
  • The Otago Central Lakes Regional Deal.
  • LTP, RLTP and NLTP processes.
  • NZTA's Strategic Network Plan.

Relationship with NZTA's plan [QTS-123 p.10]

  • The SNP "is limited to the State Highway Network in and around Frankton".
  • A common feature of both plans is "Recognition that major transport projects have not attracted committed funding through existing funding mechanisms" and that "a different approach to funding is required".

Public transport: the Transport Network Plan "will include looking at options for future a multi-modal PT network including integration between buses, active travel and offline solutions", including offline mass rapid transport [QTS-123 p.14].

5. Otago Central Lakes Regional Deal: QLDC commitments (signed 6 October 2026, QTS-139)

As at

Outcome 7, Reliable Transport [QTS-139 pp.24–26]

  • LTP consultation: QLDC's LTP is to consult on high-priority local road projects, with NZTA working with QLDC on funding, financing and procurement tools.
  • Structure plan: QLDC is to fund a structure plan for Frankton and the Frankton–Queenstown corridor.
  • Transport Network Plan: an Otago Central Lakes Transport Network Plan. Its corridors include Arthurs Point Bridge and the Crown Range.
  • Priority projects: the Ladies Mile/Howards Dr intersection, expansion of Frankton Flats, and the next stage of PT upgrades.

Funding terms

  • Co-funding is for net new funding above the 2024–34 LTPs, and no additional Crown Budget funding is expected in the first three years [QTS-139 p.5, cl.2.1].
  • Outcome 8: the Crown is to explore tourism cost mechanisms in 2027 [QTS-139 p.27].

Lead-up to signing

  • On 27 August 2026, QLDC, CODC and ORC paused signing after a proposal to replace "the commitment to explore an accommodation levy policy in 2027" with alternative wording [QTS-162].
  • The deal was then signed on 6 October 2026 (QLDC Regional Deal page; RNZ 6 Oct 2026).

6. Mayoral Transport Taskforce (QTS-161, 31 July 2026)

As at

Purpose

  • The taskforce will work "over a period of three to six months on practical actions that improve transport outcomes, accelerate delivery of initiatives that may be identified as part of Otago Central Lakes Regional Deal negotiations and develop innovative long-term solutions" [QTS-161].
  • The Mayor's statement: "The modelling tells us that even if every currently identified intervention is delivered, Queenstown's transport network still fails" [QTS-161].

Membership: the Minister's release refers to the taskforce bringing together "local and regional government, business, mana whenua and transport expertise" [QTS-138].

7. Visitor levy

As at

QLDC's proposed local visitor levy on short-term accommodation (a 5% charge, supported by 81.37% in the 2019 poll) is shown as "currently on hold" on QLDC's visitor levy project page (opens in new tab) (accessed ).
