Te Kirikiri / Frankton Masterplan
Part of: Rapid transit evidence →
Boffa Miskell's Te Kirikiri / Frankton Masterplan for QLDC (Revision 3, 31 January 2020) sets a 30-year vision and spatial framework to 2048 for Frankton. It was developed by the Way to Go partnership (QLDC, NZ Transport Agency (Waka Kotahi), ORC) alongside the Frankton Integrated Transport Programme Business Case, with two rounds of public engagement. It defines six Masterplan outcomes and eleven key features. These include a Frankton Flats-Lake Link, an SH6 50 km/h urban arterial, an orbital public transport service, transport-oriented development around high capacity PT, a PT interchange and Emergency Precinct at the Frankton Golf Centre site, and a Shotover Delta eco park and district park. Precinct plans cover Quail Rise, Five Mile, Remarkables Park, Frankton Village/QEC, Kimiākau/Shotover Delta and the Airport/Ōterotu. Phasing is 0-5, 5-15 and 15-30 years, and an action plan schedule assigns about 59 actions to Way to Go, QLDC units, QAC, private parties and others. It states that high-capacity PT options including trackless trams, double decker buses and mass rapid transit were being investigated, without choosing a mode.

What the document says
Context and purpose: The Masterplan was prepared by Boffa Miskell for QLDC (Rev 3, 31 January 2020; cover marked 'Attachment A') (p.1-2). In late 2018 the Way to Go partnership of QLDC, NZTA and ORC decided to plan Frankton as a whole. Building on the September 2018 'Your Place, Your Plan' engagement, it began the Masterplan and the Integrated Transport Programme Business Case (ITPBC) as an integrated process (p.4-5). Engagement included April 2019 Q&A sessions, market stalls and an online survey, and two rounds of public engagement (p.4).
Framework: The vision is 'Te Kirikiri/Frankton, where our pathways, the lake and the rivers meet' (p.3). The document sets design and planning principles (p.6) and six outcomes: water's edge, gateway, local network, integrated urban centres, harmony with nature and inclusive neighbourhoods (p.7). Eleven key features follow (p.8). They include a Frankton Flats-Wakatipu Lake Link and an SH6 50 km/h urban arterial. They also include a high-frequency orbital PT loop, matching high capacity PT corridors with intensive land use such as northern Glenda Drive, and integrating the airport with PT while investigating relocation of Lakes District Hospital. Further features are a transport interchange and Emergency Precinct at Frankton Golf Centre, a Frankton Gardens legacy project, a Kimiākau Zero Waste Community Eco Park, and relocation of rural infrastructure (p.8).
Transport: The ITPBC objectives include mode shift to walking and cycling, safety, reduced severance and congestion, and better PT coverage and frequency (p.44). Proposed interventions include a separated active travel network, SH6 crossings, an orbital public transport service, PT river crossings if demand warrants, a freight route and a PT, regional and tourist coach hub near the airport (p.44). No park and ride is proposed with the interchange (p.45).
Precincts and implementation: Precinct sections cover Quail Rise, Five Mile, Remarkables Park, Frankton Village/QEC, Kimiākau/Shotover Delta and Queenstown Airport/Ōterotu (p.46-59). Phasing groups actions into 0-5, 5-15 and 15-30 years, with orbital bus, coach hub and active mode bridges brought forward to the short term (p.60-61). The action plan schedule (p.62-66) lists about 59 actions with timeframes and responsibilities. Way to Go, QLDC units, Queenstown Airport Corporation, Remarkables Park Ltd, Aurora, the Ministry of Education and Southern DHB are among the parties. An appendix summarises engagement themes and QLDC responses. It also lists assumptions, including that the airport remains and that the crosswind runway might be removed (p.67-68).
Mass rapid transit: The Masterplan states that 'High-capacity public transport options are currently being investigated and include, but are not limited to, trackless trams, double decker buses and gondolas' to improve access within Frankton, 'to Queenstown and across the Wakatipu Basin' (p.44). It says the form of transport-oriented development depends on the chosen PT solution and 'needs to be identified early' (p.44). It also notes 'several public transport modes are being considered including high capacity buses, trackless trams and gondolas' (p.45). No mode is selected; detail is deferred to the ITPBC and other business cases (p.44). Separately, maps and the Remarkables Park actions show private 'Gondola lines / base station', including connections to the Remarkables Ski Area (p.56, p.63-64).
Key figures
- 30-year horizon to 2048; phases 0-5, 5-15 and 15-30 years (p.60)
- Six Masterplan outcomes (MPO1-MPO6) (p.7); eleven key features (p.8)
- About 59 actions in the action plan schedule (p.62-66)
- Queenstown Airport: over 60 businesses and 700 people; more than a third of arrivals to Queenstown (p.68)
Rapid transit
Mass rapid transit means light rail, gondola/cable car, bus rapid transit and similar dedicated rapid-transit technologies. It does not include ordinary bus services or ferries.
Passing. Mentions mass rapid transit without assessing it.
High-capacity public transport is under investigation, including mass rapid transit, with the mode choice deferred to business cases. Double-decker buses in the same list are not mass rapid transit. A private ski-field cableway is mapped and is not a mass rapid transit proposal.
The Masterplan identifies high capacity public transport as needed to support growth but does not select a mode. Key interventions include: 'High-capacity public transport options are currently being investigated and include, but are not limited to, trackless trams, double decker buses and gondolas to improve access within Te Kirikiri/Frankton, to Queenstown and across the Wakatipu Basin' (p.44). On land use it notes that 'a higher capacity and/or more rapid transport solution may have fewer / distant stops and thus a more nodal-based development. The chosen approach needs to be identified early' (p.44). The HCPT section states that 'several public transport modes are being considered including high capacity buses, trackless trams and gondolas', with a business case to determine the preferred mode (p.45). It also says 'a diversified approach to high capacity public transport could be provided using both land and water-based services' (p.45). Detailed transport information is deferred to the Frankton ITPBC (p.44). Separate references to 'Gondola lines / base station (private)' and Remarkables Park actions concern a private mass rapid transit to destinations including the Remarkables Ski Area (p.56, p.63-64).
