Appendix C10 Technical Note 22: Travel Demand Management (Update: Queenstown Travel Demand Management Scoping), with Technical Note 11 and the Queenstown TDM Scoping Study

Appendix C10 of the NZUP Queenstown Transport Business Case bundles three documents. The first is Technical Note 22 (20 February 2020), a memo to the Way to Go Board. The second is Technical Note 11 (18 September 2019), which summarises the TDM programme. The third is the WSP Opus Queenstown Travel Demand Management Scoping Study (Final, 29 August 2019), commissioned by NZTA (Waka Kotahi) in June 2019 under the Way to Go banner. The study recommends a TDM programme with four areas: policy; travel planning and behaviour change; wayfinding; and setting up a Transport Management Association (TMA). It costs the programme at about $1.3M-$1.9M in year one, excluding infrastructure. TN11 links the programme to the mode share the business cases need: 40% alternative mode share by 2028 and 60% by 2048, against 4-5% in 2018. TN22 records that the study 'has not progressed' for three reasons. The anticipated NZ Transport Agency TDM Contestable Fund 'did not eventuate'. A councillor had raised concerns before the October 2019 elections. And the Way to Go approval process had not been followed, so the report could not be released. TN22 proposes Board engagement, confirmation of owners and funding, a check against 'Keeping Cities Moving', and an update to the Chamber of Commerce, which was pressing ahead with a TMA.

What the document says

Context and purpose: TN22 (pp.2-3) is a memo to the Way to Go Board from the NZTA Contract 2018235 team (F2Q SSBC and QTC DBC). The preparer, a WSP Technical Director (Transport) and TDM specialist, is redacted. It updates the Board on the Queenstown TDM Scoping Study, which NZTA commissioned in June 2019 as one of a series of 'rapid targeted interventions' complementing the F2Q and QTC business cases (p.2). Attached are the study's executive summary (pp.4-8), TN11 with the TDM programme table (pp.9-15) and the full study (pp.16-154).

Status of the study: TN22 says the study was finalised in August 2019 'but it has not progressed for three main reasons'. First, 'The anticipated NZ Transport Agency TDM Contestable Fund did not eventuate and so the Way to Go team were not able to pitch for funding for the proposed programme' (p.2). Second, a councillor had raised concerns with the Agency before the October 2019 elections. Third, the Board advised that the correct Way to Go approval process had not been followed, so the report could not be released (p.3). TN22 calls TDM 'critical to the success' of the two business cases (p.3). In the August 2019 workshop minutes, the Agency's own next steps were to 'Establish the TDM contestable fund (pending)' and 'Complete mode shift plan for Queenstown' (p.104).

TN11: TN11 sets out the gap the TDM programme is meant to close. Business case modelling requires a significant alternative mode share in the peak (40% by 2028, 60% by 2048), against 4-5% in 2018. The Future PT model predicts PT mode share of 30% by 2028 and 42% by 2048, 'which still leaves a gap' (p.9). It states that 70% of Frankton-Queenstown trips are through traffic, and that SH6A is expected to exceed its theoretical capacity of 28,500 vehicles per day 'as early as 2020' (p.10). It notes 'Road pricing may also be considered in the long term' (p.10).

Scoping Study method: a review of related projects and the local context, structured interviews with 15 stakeholders, two stakeholder workshops (4 July and 6 August 2019; pp.85-105), and international resort-town case studies such as Zermatt, Breckenridge and Park City (Appendix E).

The programme (Table 7-1; Appendix A pp.12-15) has four parts:

- Policy: sustainable transport vision, car-free tourism, mobility co-ops, car-share policy, park and ride study, travel plan and development requirements, parking charges, freight management, car-free town centre, airport access study, self-drive permit study.

- Travel planning and behaviour change: school and community travel plans, cycle training, awards and gamification.

- Wayfinding: an audit and design guide, and accessible routes.

- A TMA (a member-controlled not-for-profit incorporated society): set-up, business and funding plans, programmes such as guaranteed ride home, luggage logistics, a journey planning app, bike share and ridesharing, data gap work, information, and advocacy.

Most items are assigned to QLDC or the TMA, with roles for NZTA, ORC, DQ, MBIE and others.

Costs: $1.3M-$1.9M in year one (the table prints '$1.2k $1.9k'), $539k-$813k in year two and $434k-$589k in year three, excluding infrastructure (p.62). TMA running costs are $327k-$403k a year, plus $200k-$250k for the business and funding plans (p.62). The funding section expected NZTA to establish 'a multi-million contestable fund for TDM' that the TMA should qualify for (p.66). It also lists other potential sources: the Provincial Growth Fund, EECA, a bed tax or the International Visitor Conservation and Tourism Levy, ringfenced parking revenue, membership fees and grants (pp.66-67).

Next steps: gain Way to Go partner approval, secure funding, assign ownership and establish an interim TMA working group (p.68). Interim Working Group members are listed (p.113).

Mass rapid transit: The bundle contains nothing on MRT or offline PT between Frankton and the Town Centre. 'The Gondola' appears only as a tourist destination (the existing Skyline gondola) for which travel plans should be advocated (WBS 1.13.1, p.12).
