NZ Upgrade Programme (Queenstown) – Focused Scope Review report (final, 6 April 2023)

Two-page focused scope review dated 6 April 2023, following a cost workshop with the Kā Huanui a Tāhuna Alliance, the independent estimator Bond CM and NZTA. It finds the business case estimate, a P50 without escalation approved at $115m in November 2020, is no longer appropriate, noting escalation of about 22% from November 2020 to September 2022 and scope changes such as the move from a signalised roundabout to a fully signalised intersection. It identifies delay to designation, consenting, property and decisions as the main cost risk.

Key figures

  • Business case estimate $115m approved November 2020 (p.1)
  • Escalation about 22% Nov 2020 to Sept 2022 (p.1)
  • Project duration 36 months over three seasons (p.2)
