Appendix E Financial Case - Appendix E1 Funding Spreadsheet

Part of: Rapid transit evidence →

Appendix E1 is the funding spreadsheet for the Financial Case of the NZUP Queenstown Transport Business Case, published by NZTA (Waka Kotahi). It sets out a nine-year (2021-2029) cash flow by project, phase and funder. The element total is $600.76 million (p.7), with a further $12.46 million of items excluded from the charts. By funder (p.8): NZUP committed $107.48m; Crown Infrastructure Partners committed $119.70m (Crown and QLDC); Waka Kotahi $26.02m; QLDC $151.94m; ORC $269.50m; total $674.64m. This funder table does not account for the 50% QLDC-ORC cost share for the Stanley Street and Frankton hubs, which appear in both councils' totals. ORC's share is dominated by PT capex (new bus fleet $46m, depot $34m) and gross PT opex of $126.59m. Footnotes state that 'Offline PT Service Improvements' are 'under further investigation beyond 2030 ($262M)' and Arterial Stage 3 likewise ($61.2M). Neither is in the funded cash flow.

What the document says

Context: Appendix E1 is an eight-page spreadsheet print (pp.1-2 are dividers). Funding is listed by funder:

1. NZUP (Committed), p.3: SH6A corridor improvements $26,739,506; Grant Road to Kawarau Falls Bridge improvements $68,707,588, incl. interim Frankton Hub $12.8m and SH6/6A intersection; Ladies Mile Stage 2 $11,258,124; ITS (SCATS Priority Engine $50k; VMS $720k) $770,000. Total $107,475,218, spread over 2021-2024.

2. CIP (Committed), 'Includes Crown and QLDC', p.4: Arterials Stage 1 $59,701,969; Town Centre Street Upgrade Stage 1 $60,000,000 (streetscapes 'to Skyline Gondola'). Total $119,701,969.

3. Waka Kotahi, p.4: Travel Behaviour Change SSBC $300,000; Stanley/Shotover Street improvements $25,280,941; bus lane enforcement cameras $400,000; SCATS maintenance $40,000. Total $26,020,941.

4. QLDC, p.5: Town Centre Improvements Stage 2 $30,798,998; Arterial Stage 2 $48,796,021 (2027-2029); Stanley Street full hub $45,933,120 and Frankton hub $15,485,483 (each '50% cost share with ORC'); Frankton local works incl. Humphrey Street Link $10,924,928. Total $151,938,550. Footnote: ''Arterial 3' is under further investigation beyond 2030 ($61.2M)'.

5. ORC, p.6: Stanley Street and Frankton hubs (50% share with QLDC, shown at full value); PT Services and Infrastructure DBC $1,500,000; new bus fleet $46,000,000 and new bus depot $34,000,000 (2027-2029); PT services within the existing contract $55,062,426; the on-road PT service step change $71,522,958 (2027-2029). Total $269,503,987.

Footnotes on p.6: ''Offline PT Service Improvements' is under further investigation beyond 2030 ($262M)'; the existing contract cost for 2021-24 is not part of the business case; and the step change is a 'Continuous programme beyond 2030 until 2051 ($5.5M average)'.

Cash flow by element (p.7): the total is $600,757,134. Annual totals peak at $115.4m in 2028. Excluded from the charts are the PT DBC, SCATS ongoing costs and the Frankton local works, totalling $12,464,928. A note repeats that Arterial 3 ($61.2M) and Offline PT Service Improvements ($262M) are under further investigation beyond 2030.

Cash flow by organisation (p.8): $674,640,665 in total. The note says the table 'does not take into account the 50% cost share between QLDC and ORC' for the two hubs.

Mass rapid transit: The only MRT item is the footnote line ''Offline PT Service Improvements' is under further investigation beyond 2030 ($262M)', placed in the ORC section (p.6) and repeated in the cash flow note (p.7). It has no funder, phase or year, and it is outside the $600.76m funded cash flow. 'Skyline Gondola' appears only as the end-point of town centre streetscape upgrades (p.4).

Passing. Mentions mass rapid transit without assessing it.

Offline PT ($262M) listed only as under further investigation beyond 2030; not funded or allocated to any party

The spreadsheet's only offline PT entry is a footnote in the ORC section: ''Offline PT Service Improvements' is under further investigation beyond 2030 ($262M)' (p.6). It is repeated in the element cash flow note: 'Arterial 3 ($61.2M) and Offline PT Service Improvements ($262M) are under further investigation beyond 2030' (p.7). The item has no cash flow, funder or phase and is excluded from the $600,757,134 nine-year total (p.7) and from the $674,640,665 funder summary (p.8). The funded PT programme is on-road: a new bus fleet ($46m), a depot ($34m) and gross PT opex ($126.59m) to 2029, with the step-change service continuing 'beyond 2030 until 2051' (p.6).
