Queenstown Business Case – Independent Challenge Team presentation (final)

Marked 'Draft & Confidential' by its author. Publicly released by NZTA / OIA-23524 on 16 Oct 2026.

Part of: Rapid transit evidence →

Slides from an independent challenge team review of the draft Queenstown Business Case. The reviewers ask whether the investment story sets out the problems clearly, noting this matters 'when significant investments (e.g. gondola) are proposed'. They describe the mode shift forecasts as 'extremely optimistic', ask whether patronage figures are forecasts or targets, and seek more transparency on the model and on how competitive public transport would be against private vehicles. The slides are marked 'Draft & Confidential' and were released with reviewer names withheld.

Rapid transit

Mass rapid transit means light rail, gondola/cable car, bus rapid transit and similar dedicated rapid-transit technologies. It does not include ordinary bus services or ferries.

Substantive. Discusses, assesses, recommends or programmes mass rapid transit.

Questions the evidence for the public transport strategy and the gondola option in the draft business case.

The reviewers note the problem statement matters 'when significant investments (e.g. gondola) are proposed' and comment that the gondola 'has higher patronage than alternatives, but is slower, has few pick-up points, and requires more transfers', and 'may be attractive for visitors, but probably less so for residents needing to commute'.

"This is important when significant investments (e.g. gondola) are proposed" | "Mode shift forecasts appear extremely optimistic" | "gondola may be attractive for visitors, but probably less so for residents needing to commute"
