Queenstown Strategic Network Plan - Emerging Direction (Otago Regional Council Briefing, 15 July 2026)

Part of: Rapid transit evidence →

NZTA (Waka Kotahi)'s 'Emerging Direction' briefing deck to Otago Regional Council on 15 July 2026. It is a ten-slide partner briefing on the direction then emerging for Queenstown's strategic network. It is not the Queenstown Strategic Network Plan published in August 2026, and it is not a draft of that plan. The deck describes pressure on SH6 and SH6A, a preferred balanced multi-modal approach, and offline public transport as the long-term capacity option between Frankton and the town centre. No technology is named.

What the document says

This is NZTA (Waka Kotahi)'s slide deck 'Queenstown Strategic Network Plan - Emerging Direction', presented to Otago Regional Council on 15 July 2026. The title is the name of the briefing. The deck is not the Queenstown Strategic Network Plan issued in August 2026, and it is not a draft of that plan.

The briefing shares a 30-year direction for the Queenstown strategic network. It is not an investment plan, and it did not seek funding, planning or delivery decisions. It records pressure on the network, including traffic growth at SH6/SH6A and peak travel times on SH6A. Of the approaches tested, balanced multi-modal is preferred. For Frankton to the town centre, the long-term response is offline public transport as the capacity option (p7), placed in a later stage when triggered. No technology is named.

Rapid transit

Mass rapid transit means light rail, gondola/cable car, bus rapid transit and similar dedicated rapid-transit technologies. It does not include ordinary bus services or ferries.

Substantive. Discusses, assesses, recommends or programmes mass rapid transit.

Offline public transport is the long-term capacity option between Frankton and the town centre, in a later stage when triggered. No technology is named.

The briefing says 'Long term: offline PT as the viable capacity option' for Frankton to the town centre (p7). Frankton-Queenstown offline public transport is item 10 in Stage 3, 'Long-term transformation' (p8). That stage is 'when triggered', with projects in the high hundreds of millions (p9).

"Long term: offline PT as the viable capacity option." (p.7) | "Stage 3 — Long-term transformation Offline high-capacity PT, river crossing when triggered and deliverable." (p.8)
