Crown Funding delivery (BRI-2886) - extract
Marked 'In confidence' by its author. Publicly released by NZTA / OIA-20263 on 30 Jan 2026.
Extract of ministerial briefing BRI-2886 'Crown Funding delivery' (28 November 2023), with only the Queenstown Package section (paras 32-38) released. It states the package is in pre-implementation under a live alliance contract with a $130 million allocation, but is unaffordable, with full-package costs projected at $290 million to $390 million. Since April 2023 NZTA has progressed a prioritised package (SH6/6A intersection, Frankton bus hub, Howards Drive roundabout) agreed by QLDC and ORC. It is estimated at $250 million, $120 million over the allocation. Additional funding could be drawn from less advanced NZUP projects (e.g. Drury urban arterials, Brougham and Rolleston, Whangārei to Port Marsden), but this would essentially require one to be stopped. The Board would consider funding in December 2023, a physical works decision was due January 2024, and Joint Ministers' direction would be sought before award. The whole package remains a regional priority.
What the document says
Context: BRI-2886 'Crown Funding delivery', 28 November 2023; the named telephone contact is Richard May, Chief of Staff (p1). Only the Queenstown Package section is released; the rest is out of scope. The released pages carry the original page number 6 (p2). The signature and recipient pages are not included in the extract. BRI-2919 records that BRI-2886 went to the Minister of Transport on 29 November 2023.
Queenstown Package (paras 32-38, pp2-3): The package includes SH6/6A bus priority, SH6 bus lanes, Frankton bus hub improvements, the SH6A/SH6 intersection, pedestrian access and a new Howards Drive roundabout. It is in pre-implementation under a live alliance contract. The allocation is $130 million, but the full package is projected to cost $290 million to $390 million. From April 2023 the Agency has progressed a complete design, total cost and reconciliation for a prioritised package (SH6/6A intersection, Frankton bus hub, Howards Drive roundabout), which QLDC and ORC agree is most important for mode shift, active travel and safety outcomes. This package is estimated at $250 million, exceeding the allocation by $120 million. Funding could come from less advanced, uncommitted NZUP projects (South Auckland Package - Drury urban arterials; Canterbury - Brougham and Rolleston; Whangārei to Port Marsden Safety), but approval would essentially require one of them to be stopped. The Board would consider funding in December 2023, a physical works contract decision was needed in January 2024, and the Agency would seek Joint Ministers' direction before award. The reduced scope is recommended within NZUP, with the whole package remaining a regional priority.
