Preferred programme sequencing report

Part of: Rapid transit evidence →

This short report (Final, 16 November 2020; Stephen Carruthers) sets out the sequencing of the Queenstown Business Case preferred programme. Short-term PT service improvements pave the way for BRT services from 2027, matched by behaviour change measures. Table 1 lists 11 interventions. For each it gives lead organisation, dependencies, trigger points, activity class, IAF profile, capital cost, IAF priority, DBC status and NLTP period, keyed to two location maps. The committed elements are NZUP ($106M, Waka Kotahi) and CIP ($120M, QLDC). Six recommended elements require funding approval: TDM ($1.8M), PT services, on-road PT ($80m plus opex), Stanley/Shotover ($24M), Town Centre Stage 2 ($17M) and Arterial Stage 2 ($43M). Later items are Stanley Street redevelopment ($46m), Arterial Stage 3 ($118M, BCR 0.2) and offline PT improvements including offline PT hubs (Waka Kotahi/ORC, $262M, BCR 1.7, further investigation beyond 2030).

What the document says

Context and purpose: The report is one of the Queenstown Business Case component documents. Its sequencing 'maximises the benefits provided by the committed projects through short term improvements in PT services that pave the way for the implementation of BRT services from 2027' (p.4).

Structure: 'The programme contains 11 sets of interventions. The first two intervention sets are committed activities with approved funding. The following six interventions seek approval through this business case... The remaining four projects require further investigation' (p.4). The table shows three such later items (Stanley Street redevelopment, Arterial Stage 3, offline PT), so the 'four' does not reconcile with the table.

Table 1 (p.5): Committed: SH6A, GR2KFB and Ladies Mile improvements (Waka Kotahi, $106M, 21-24); Arterials Stage 1 and Town Centre Upgrade Stage 1 (QLDC, $120M, 21-24). Recommended, needing funding approval: TDM package (QLDC/ORC/Waka Kotahi, $1.8M, BCR 3.5*, ongoing); PT services improvements (ORC, opex $8m to $11m, 21-24 investigation, staged from 24-27); on-road PT service improvements (ORC, $80m plus gross opex rising from $11m to $24m per annum by 2027, staged from 27-30); Stanley and Shotover Street improvements with bus hub stage 1 (Waka Kotahi, $24M, BCR 1.6, 24-27); Town Centre Upgrade Stage 2 (QLDC, $17M, BCR 1.5, 24-27); Arterial Stage 2 (QLDC, $43M, BCR 0.9 or 1.1 with QLDC property discounted, 24-27/27-30). Other: Stanley Street redevelopment with bus hub stage 2 (QLDC/ORC/Developer, $46m incl. $33m property, 24-27, 'for endorsement'); Arterial Stage 3 (QLDC, $118M, BCR 0.2, beyond 2030); offline PT improvements (Waka Kotahi/ORC, $262M, BCR 1.7, beyond 2030). IAF priorities are 4 for TDM and PT, 5 for Stanley/Shotover and Town Centre Stage 2, and 6 for Arterial Stage 2.

Maps: Figures 1-2 show SH6A, GR2KFB and Ladies Mile works and town centre improvements (pp.6-7).

Mass rapid transit: The report does not name a technology. Its last row (label partly missing in the text layer, reading 'Improvements, including offline PT hubs') gives the following: lead Waka Kotahi/ORC; dependency 'Future proofed/protected corridor and terminal locations'; trigger 'Demand trigger – once on road capacity is reached. Anticipated beyond 2030'; activity class public transport improvements; BCR 1.7; capital cost $262M; IAF priority not required; status 'Other activities – for later re-evaluation'; NLTP period 'Further investigation beyond 2030' (p.5).

Rapid transit

Mass rapid transit means light rail, gondola/cable car, bus rapid transit and similar dedicated rapid-transit technologies. It does not include ordinary bus services or ferries.

Passing. Mentions mass rapid transit without assessing it.

Offline PT ($262M, BCR 1.7, Waka Kotahi/ORC) listed for later re-evaluation, further investigation beyond 2030

The only reference is the final row of Table 1, '...Improvements, including offline PT hubs' (the label 'Offline PT Service' appears in other copies of the table). The lead organisation is 'Waka Kotahi/ORC' and the dependency is 'Future proofed/protected corridor and terminal locations'. The trigger is 'Demand trigger – once on road capacity is reached. Anticipated beyond 2030', with activity class 'Public transport improvements'. It shows BCR 1.7, capital cost $262M and IAF funding priority 'Not required'. Its status is 'Other activities – for later re-evaluation', with NLTP period 'Further investigation beyond 2030' (p.5). No technology is named.
