Appendix B14 Technical Note 38: SH6 Frankton East Corridor Operation and Future Performance (with B15 Technical Note 32: Arterial Permeability)

Two technical notes supporting the 2020 NZUP Queenstown Transport Detailed Business Case for NZTA (Waka Kotahi). TN38 (28 September 2020) assesses intersection forms on SH6 Frankton-Ladies Mile Highway between SH6/SH6A and Shotover Bridge at 2028 'NZUP Bus Max' demand. Option 1 signalises the Grant Road and Hawthorne Drive roundabouts. Option 2 converts them to conventional signalised intersections. Both signalise Joe O'Connell Drive and a realigned Hansen Road. The two options give similar capacity and bus and general traffic travel times, and both are compatible with the preferred SH6/SH6A layout. Conventional intersections give better at-grade pedestrian provision but need extra lanes and land. Signalised roundabouts need less land and retain U-turns. A separate MCA showed little overall difference, and the note leaves the choice to the relative weight of trade-offs. TN32 (31 July 2020) assesses pedestrian permeability across Arterial Stage 1. It concludes that signalised crossings at Henry/Gorge and Melbourne/Sydney and a recommended overbridge at Ballarat Street maintain key desire lines.

What the document says

Context and purpose: Appendices B14-B15 of the Queenstown Transport Business Case (NZTA Contract 2018235; Stantec-led consortium) for NZTA (Waka Kotahi).

B14 TN38 (28 September 2020) assesses the SH6 Frankton-Ladies Mile Highway, a Regional state highway serving growing mixed-use development on both sides (pp3-4). It builds on the 2018 Grant Road to Kawarau Falls Bridge SSBC (p3). Two options were modelled in LinSig and S-Paramics at 2028 'NZUP Bus Max' demand (p4). Option 1 signalises the Grant Road and Hawthorne Drive roundabouts. Option 2 converts them to conventional signalised intersections. Both signalise Joe O'Connell Drive and a realigned Hansen Road (p4). Bus lanes cover most of the corridor and through-bus delay is about 20 s (pp8, 29). PT and general traffic travel time differences are about a minute or less and are attributed to signal offsets (pp29-30). Conventional layouts need extra approach and exit lanes. They give better at-grade crossings, though the east side of Hawthorne Drive still cannot have a crossing and some crossings must be staggered. A grade-separated crossing would be needed at Grant Road in the roundabout option (pp2, 31). A separate MCA (not included) scored the roundabout higher for land take, masterplan alignment and safety, and the conventional option higher for pedestrians and land use (p31).

B15 TN32 (31 July 2020) assesses pedestrian movement across Arterial Stage 1 (Melbourne Street-Henry Street). It recommends signalised crossings at Henry/Gorge and Melbourne/Sydney and an overbridge at Ballarat Street; no median barrier is proposed (pp33, 40).

Mass rapid transit: None. Neither note discusses MRT, off-line public transport or mass rapid transit.

Key figures

  • 2028 PT journey time SH6 corridor westbound total: AM 6.1 min (both options); Interpeak 6.3 (roundabout) vs 7.2 (conventional); PM 6.1 vs 6.9 (TN38, p29)
  • 2028 general traffic westbound total: AM 4.9 (roundabout) vs 4.4 min (conventional) (TN38, p29)
  • Network cycle time 120 seconds assumed; roundabout option uses 60 s at Grant Road and SH6/SH6A (TN38, p30)
  • Bus delay for through movements along SH6 around 20 seconds in all peaks (TN38, p8)

Files

Actions recorded

  • Signalise SH6/Joe O'Connell Drive as a T-intersection and realign Hansen Road to a new signalised T-intersection (common to both options).

Not assessed · 2028 design year

Signalise the existing intersection as a T-intersection at Joe O'Connell Drive; Re-align Hansen Road

  • Choose between signalising the Grant Road and Hawthorne Drive roundabouts and converting them to conventional signalised intersections, weighing land take, pedestrian provision and other objectives.

    Not assessed

the decision being a choice between the relative importance of the various trade-offs

  • Provide signalised crossings at Henry/Gorge and Melbourne/Sydney and an overbridge at Ballarat Street across Arterial Stage 1.

    Not assessed

as well as the recommended overbridge at Ballarat Street
