Te Kirikiri / Frankton Draft Masterplan (2048) - consultation summary (Scuttlebutt, Issue 132)
Part of: Rapid transit evidence →
A four-page consultation summary of the draft Te Kirikiri / Frankton Masterplan, published in QLDC's Scuttlebutt newsletter (Issue 132, June/July 2019), with feedback closing 18 July. It explains that the Wakatipu Way to Go partnership (QLDC, NZTA, ORC) developed the Frankton Masterplan and Integrated Transport Programme Business Case, building on 2018 and April 2019 engagement and agreed outcomes. It lists ten key actions to be staged over 30 years to 2048. These include an Airport-Lake Wakatipu Link, upgrading SH6 into a 50 km/h urban arterial, completing the active travel network and a high-frequency, high-capacity orbital public transport loop, and matching intensive land use to high capacity PT corridors. Others are integrating the airport into the PT network and investigating hospital relocation, a new transport interchange and Emergency Precinct at the Frankton Golf Course site, urban parks, a Shotover Delta reserve, relocating rural infrastructure, and expressing cultural heritage. A draft 2048 map and two artist's impressions are included.
What the document says
Context and purpose: Published in QLDC's Scuttlebutt newsletter (June/July 2019), this summary invites feedback on the draft Te Kirikiri / Frankton Masterplan by 18 July (p.1). In late 2018 Wakatipu Way to Go, a QLDC-NZTA-ORC partnership, decided to consider Frankton as a whole. Building on the September 2018 'Your Place, Your Plan' engagement, it began the Frankton Masterplan and Integrated Transport Programme Business Case (p.1). The goals were liveability, integration of plans and investor confidence. Outcomes were agreed with Kāi Tahu and stakeholders and tested with the community in April 2019 (p.1).
Content: The vision is 'Te Kirikiri Frankton, where our pathways, the lake and the rivers meet' (p.2). Ten key actions are listed, to be staged over 30 years with the Way to Go partners (p.2):
1. Improved arrival experiences, including an Airport-Wakatipu Lake Link.
2. Upgrading SH6 to a 50 km/h urban arterial.
3. A range of transport options, including the active travel network and a 'high frequency, high capacity public transport operating on an orbital loop'.
4. Stronger links between high capacity PT corridors and intensive land use, such as northern Glenda Drive.
5. Integrating the airport into the PT network and investigating Lakes District Hospital relocation.
6. A new transport interchange and Emergency Precinct at the Frankton Golf Course site.
7. Urban parks and 'Frankton Gardens'.
8. A Shotover Delta district reserve.
9. Moving rural infrastructure to the edge.
10. Expressing cultural heritage, including an Arranmore / McBride Farm Heritage Precinct.
The draft 2048 map (p.3) shows PT routes (separated lanes or priority), an orbital bus route, 'Gondola lines / base station (private)', ferry routes, a PT interchange, park and ride sites and a regional coach hub. Next steps: feedback will inform the final masterplan and business case for endorsement by the Way to Go partners (p.2).
Mass rapid transit: The summary refers to high capacity public transport on an orbital loop around Frankton and to high capacity PT corridors (p.2). It does not discuss a Frankton-Queenstown Town Centre MRT link. The only mass rapid transit reference is the map legend 'Gondola lines / base station (private)' (p.3), which is not described in the text.
Key figures
- Ten key actions staged over a 30-year timeframe to 2048 (p.2)
- Feedback closed 18 July 2019 (p.1)
- SH6 upgrade to a 50 km/h urban arterial (p.2)
Rapid transit
Mass rapid transit means light rail, gondola/cable car, bus rapid transit and similar dedicated rapid-transit technologies. It does not include ordinary bus services or ferries.
Passing. Mentions mass rapid transit without assessing it.
Proposes high-capacity orbital public transport within Frankton; reproduced maps show private mass rapid transit lines; silent on Frankton-Town Centre mass rapid transit.
Key action 3 proposes 'linking several local and district centres together through a high frequency, high capacity public transport operating on an orbital loop' (p.2). Key action 4 seeks to strengthen 'the relationship between high capacity public transport corridors and more intensive land use activities' (p.2). The draft 2048 map legend includes 'Gondola lines / base station (private)' and 'Bridge crossing (Active travel and / or public transport)', and notes 'Dashed routes subject to further investigation' (p.3). The text does not describe mass rapid transit lines and does not address a mass transit link between Frankton and Queenstown Town Centre.
"linking several local and district centres together through a high frequency, high capacity public transport operating on an orbital loop" (p.2) | "Strengthening the relationship between high capacity public transport corridors and more intensive land use activities and built form" (p.2) | "Gondola lines / base station (private)" (p.3)
