10 Year Plan 2015-2025 (Volume 1: Overview and Activities; Volume 2: supporting documents)

QLDC's 2015-2025 Ten Year Plan (Long Term Plan), adopted 30 June 2015, sets the Council's ten-year activities, budgets and financial strategy. Transport is framed largely as strategy rather than itemised capital: the plan allows 'over $184m for roading, footpaths and transport, spread over ten years' (Vol 1 p.50), brings the Eastern Access Road forward with an $8.30m budget increase (Vol 1 pp.10-11), records consultation on a draft Queenstown Town Centre Transport Strategy, and reports that 51.4% of 311 submitters opposed higher parking charges, after which Council decided it 'will not increase parking cost in isolation' (Vol 1 p.50). Volume 2's capital table lists the Eastern Access Road ($13.3m) and road renewals but no parking, public transport or cycleway lines in the portion read. No mass rapid transit reference was found.

What the document says

Context and purpose. The 2015-2025 Ten Year Plan is QLDC's statutory Long Term Plan under the Local Government Act 2002, adopted on 30 June 2015 (Vol 1 p.8). Volume 1 (Overview and Activities) carries the Mayor's and Chief Executive's messages and activity statements; Volume 2 holds the Financial Strategy, the 2015-2045 Infrastructure Strategy, financial statements and policies (Vol 2 contents).

Transport. The Chief Executive identifies roading as the biggest cost at $118m (Vol 1 p.6), and the transport activity allows 'over $184m for roading, footpaths and transport, spread over ten years' (Vol 1 p.50). The Eastern Access Road (Eastern Arterial Route) across Frankton Flats was brought forward to 2015/16-2016/17 with a capital increase of $8,300,176 ($1,561,489 in 2015/16 and $6,738,675 in 2016/17) (Vol 1 pp.10-11); Volume 2's capital expenditure table shows it at $13.3m in total ($5.0m 2015/16, $8.3m 2016/17) (Vol 2 pp.12-13). Other Wakatipu transport capital in that table is renewals: sealed road surfacing $14.6m, unsealed road metalling $7.1m, pavement rehabilitation $4.5m, Crown Range and Glenorchy Road resurfacing, and the Edith Cavell Bridge ($4.34m, 2024/25). No itemised capital line for parking, public transport, the town centre or cycleways was found in the text read.

Strategy, parking and public transport. A draft Queenstown Town Centre Transport Strategy was consulted on (closing May 2015) with no budget attached (Vol 1 p.50). A proposal to make all-day parking 'more expensive and less convenient in downtown Queenstown' drew 311 submissions, '51.4% saying we should not increase parking charges', and Council decided it 'will not increase parking cost in isolation' (Vol 1 p.50). The plan anticipates 'Improved provision of public transport services in the Wakatipu' and a Wānaka public transport business plan with Otago Regional Council (Vol 1 p.49), with transport funded from local and central government sources; no NZTA subsidy figure is stated.
