Public and Active Transport Committee - Minutes (ordinary meeting, 5 March 2025)
Minutes of Otago Regional Council's (ORC) Public and Active Transport Committee meeting on 5 March 2025, chaired by Cr Alexa Forbes. The Committee noted the transport operating environment report and, by resolution PAT25-102 (Cr Mepham and Cr Somerville against), recommended that Council write to the Minister of Transport seeking legislative change to give public transport priority on the roading network. It noted the 6-month public transport performance report (PAT25-103). Under PAT25-104 it received the draft Regional Public Transport Plan 2025-2035, recommended that Council release it for public consultation, recommended a hearings panel of three Regional Councillors only (amended recommendation 4), and delegated minor editorial changes to the Chief Executive. Under PAT25-105 it recommended that the SuperGold concession continue on the afternoon City-Palmerston and City-Warrington services pending final RPTP decisions, reversing the staff recommendation. The minutes do not record any discussion of mass rapid transit or offline public transport.
What the document says
Context. Ordinary meeting of ORC's Public and Active Transport Committee, Council Chamber, Philip Laing House, Dunedin, 5 March 2025, 9:00am-10:48am (pp1, 4). Ten councillors present; Cr Forbes chaired. Apologies for lateness from Cr Laws and Cr Malcolm and an apology from Cr McCall were accepted (p2). A member of the public spoke on bus timetables, zoning and driver behaviour toward SuperGold card holders (p2). The NZTA presentation was not held (p2). Minutes of 6 November 2024 were confirmed (p2).
9.1 Transport Operating Environment. The Committee noted the report (PAT25-101) and added a recommendation (PAT25-102) that Council write to the Minister of Transport seeking legislative change to give public transport priority on the roading network 'to improve the effectiveness and efficiency of substantial Government investment'; carried, Cr Mepham and Cr Somerville against (pp2-3).
9.2 Public Transport 6-month Network Performance Report 2024/25. Noted (PAT25-103) (p3).
9.3 Updates on the RPTP 2025-2035. Staff (Anita Dawe, Robyn Hyde, Lorraine Cheyne) presented the draft RPTP for approval for consultation, with decisions to go to the 19 March 2025 Council meeting. Resolution PAT25-104: receive the report and draft RPTP; recommend public consultation; recommend that the hearings panel be solely Regional Councillors and include three Councillors (recommendation 4 amended); and delegate minor editorial changes to the Chief Executive (p3).
9.4 Super Gold concession on Route 1. Resolution PAT25-105 recommended to Council that the SuperGold concession continue on the afternoon (not evening) City-Palmerston and City-Warrington services, with a final decision as part of the new RPTP, and directed staff to tell the Waikouaiti Community Board and public (p4). This differs from the agenda recommendation to stop the concession (PATC2025 p174).
Mass rapid transit: The minutes say nothing about MRT, mass rapid transit, ropeway or off-line public transport. The draft RPTP received under PAT25-104 contains ORC's statement of support for future study of an off-line, likely ropeway, rapid service in Queenstown (see RPTP_DRAFT p58), but the minutes do not record any discussion of it.
