NZUP Governance Group update (Board meeting 9 November 2023) - extract
Marked 'In confidence' by its author. Publicly released by NZTA / OIA-20263 on 30 Jan 2026.
Extract from the NZUP Governance Group update to the Waka Kotahi Board meeting of 9 November 2023 (for discussion), from the Governance Group Chair's perspective. On Queenstown, it states that cost estimates significantly exceed the $130 million allocation. As directed by the Governance Group and Board in April 2023, the project is producing a complete design, total outturn cost and reconciliation for a reduced package: the SH6/6A intersection, Frankton bus hub and Howards Drive roundabout. Alliance estimates at 70% design confirm the reduced package is unaffordable, needing about $120 million in additional funding, with independent reconciliation due in early November. To keep momentum, about $50 million of non-abortive in-ground and services relocation works at SH6/6A, not designation-dependent, could start in early 2024. A Board decision on scope and alliance contract variation was due in December 2023.
What the document says
Context: Extract from the 'NZUP Governance Group update' paper for the Waka Kotahi Board meeting of 9 November 2023 (in confidence; for discussion). ELT owner Brett Gliddon; issue owner Mark Ratcliffe, NZUP Governance Group Independent Chair (p1). Most of the paper is removed as out of scope.
Key point (p1): the reduced scope Queenstown Package is unaffordable within the allocated funding; a Board decision on the alliance contract will be required in December 2023; the project intends to progress non-abortive works at the SH6/6A intersection.
Queenstown Package section (pp2-3): Cost estimates significantly exceed the $130 million allocation. Following Governance Group and Board direction in April 2023, the project is producing a complete design, total outturn cost and reconciliation for a reduced package of the SH6/6A intersection, Frankton bus hub and Howards Drive roundabout. At 70% design, alliance estimates confirm the reduced package needs about $120 million in additional funding; independent reconciliation was to finish in early November. Non-abortive works of about $50 million (in-ground and services relocation at SH6/6A) would maintain momentum and avoid alliance demobilisation and remobilisation costs; they are not designation-dependent and could start in early 2024. An update to the Investment and Delivery Committee in December would seek a Board decision on awarding the reduced package to the alliance. The upcoming decisions table lists 'Queenstown Package - Scope and contract variation - Dec-23 - Waka Kotahi Board' (p3).
